Sakshar Bharat programme would lead to emergence of a population particularly in rural areas, who are both enabled and empowered to make the overall development process participatory. She also said that total quality management has been embedded in the programme and it would draw its strength from top most research institutes and management institutions across the country.
The lecture was attended by state level representatives, literacy activists, media representatives and the intelligentsia.
This was followed by the annual award ceremony ‘Akshar Bihar’ for literacy activists from Bihar.
