Profile of the Organisation

The Centre for Health Policy (CHP) at the Asian Development Research Institute (ADRI) is a health policy think-tank based in Patna, Bihar.  It provides support to the Department of Health, Government of Bihar on a range of policy and systems research issues. Its aim is to engage in rigorous analysis of the health system and inform policy makers to fine-tune interventions for even stronger outcomes. Public Finance Management is critical for the healthy finance of any State and therefore with the objective to support Department of Health, Government of Bihar with robust insight on public finance management, CHP is interested to bring a PFM specialist on board with the following competencies and scope of work.

Broad responsibilities of the PFM Specialist shall include

  • Conduct research on existing policies and regulations around PFM, fiscal reform, macroeconomic development etc. to identify gaps and best practices, and to suggest possible amendments.
  • Engage with stakeholders of various departments to gather deep understanding of the current policies and processes related to PFM.
  • Document the existing process for the PFM systems from allocation to expenditure reporting for select program/schemes/department
  • Diagnose the issue with the current system using various frameworks related to PFM and recommend improvements.
  • Articulate the diagnostics and the solution in a manner that is best understandable by the stakeholders.
  • Provide expertise advice in various specialized area of public finance management, covering all aspects of public revenue and expenditure management including but not limited to forecasting, budgeting, monitoring, etc.  
  • Develop a financial resource allocation framework, including budget allocation criteria and a tool.
  • Provide support to the health department or others on budget planning & preparation, budget advocacy, and the development of state health financing strategies, including domestic resource mobilization.
  • Support the design of different health programs, including the overall structure, benefits package development, premium-setting, claims systems, performance-based financing (PBF) systems etc.
  • Contribute to brainstorming and development of research agendas and special projects related to improving public finance management.
  • Produce high quality written reports and presentations, including technical documents, policy briefs, and publications for conferences and journals.
  • Contribute to research activities of the CHP, including desk research, technical input, and proposal writing.
  • Perform other duties as assigned directly related to this position or others.

Skills and Competencies

Technical Competencies:

  • Qualification: Master’s degree in Public Finance, Economics, Finance, or related Discipline.
  • Experience: 5 years of experience, specially in handling public finance/administration.
  • Expertise in applying diagnostic tools e.g. PEFA or other PFM-related diagnostics.

Core Competencies:

  • Sound knowledge of computer software like MS office, Google doc etc.
  • Ability to effectively and efficiently perform multiple tasks and balance competing priorities while meeting deadlines.
  • Ability to engage with government officials and other stakeholders sincerely and politely.
  • Work with a flexible, adaptable and resilient manner.
  • Ability to work independently and as a part of a team.

Duration of Service

Contract for the position shall be of one-year duration, subject to annual renewals based on satisfactory performance and mutual agreement.

Duty Station

This position is primarily based at ADRI, Patna.
