Patna. September 16. The Asian Development Research Institute (ADRI) organised a stakeholder consultation today on Bihar's Urban Transformation Programme and the Draft Patliputra Greenfield Satellite Township Development Plan, 2047.
The consultation brought together stakeholders from academia, representatives from villages and the local community, development sector organisations and other groups to deliberate on the draft development plan and the future of urban transformation in Bihar.
A major focus of the discussion was on strengthening the use of data and geospatial technologies in urban planning, followed by the need to reach the last mile. Participants discussed about how the PM’s Gati Shakti National Master Plan can support integrated planning by bringing together relevant datasets, infrastructural information, and the perspectives of different stakeholders. The need for greater coordination among institutions and stakeholders was also highlighted to ensure that developmental planning is based on ground realities.
The consultation also focused on the importance of inclusive and participatory planning, particularly on how mechanisms through which the voices of communities and representatives at the last mile can become part of the planning process. Participants discussed the need to ensure that the proposed transformation of the region considers not only infrastructural and economic development but also local requirements and the existing social and spatial context.
The draft plan was also discussed by the panellists. This provided an academic and analytical perspective before the wider stakeholder consultation.
The consultation reflects ADRI's continued engagement with evidence-based policy and developmental planning in Bihar. The institute emphasised the importance of combining data, technology, institutional coordination and stakeholder participation in developing long-term urban strategies.
The discussions are expected to contribute to the ongoing deliberation on the Draft Patliputra Greenfield Satellite Township Development Plan, 2047, and help strengthen its approach towards integrated, participatory, and data-informed urban development.
