Patna. 22nd September: The Green Skill Development Programme (GSDP) on Environmental Impact Assessor commenced today at the Asian Development Research Institute (ADRI) under the aegis of the Ministry of Environment, Forests and Climate Change (MoEFCC), Government of India. The programme is being organised by the Environmental Information, Awareness, Capacity Building and Livelihood Programme (EIACP), Centre for Studies on Environment and Climate (CSEC) at ADRI.
This 2.5-month, 480-hour comprehensive training programme aims to develop professional skills in Environmental Impact Assessment (EIA), environmental laws and regulations, environmental monitoring, sampling and laboratory practices, GIS mapping, field surveys, impact prediction and environmental auditing.
Prof. Prashant Jha was the Chief Guest of the inaugural session and is also a faculty member for the EIA component. He introduced participants to the fundamentals of EIA and India's environmental regulatory framework, with discussions on the Water (Prevention and Control of Pollution) Act, 1974; the Air (Prevention and Control of Pollution) Act, 1981, and the roles and functions of the Central Pollution Control Board (CPCB) and State Pollution Control Boards (SPCBs).
The session also covered key concepts related to environmental legislation, including enforcement authorities, regulatory provisions, violations and penalties, and the distinction between Acts and Rules. Participants were introduced to important constitutional provisions concerning environmental protection, including Article 48A and Article 51A(g), along with the role of regulatory institutions in environmental governance.
To promote active participation and collaborative learning, the participants were divided into different groups during the training. Assignments were also given to the groups/students, encouraging them to apply the concepts discussed in class, engage in discussion and develop a practical understanding of environmental assessment and regulatory issues.
The initiative marks another step towards building skilled human resources and promoting green skills for a greener, healthier and sustainable future.
